DENVER — Today’s off-year election has lots of moving parts, but it all boils down to one question: Who’s got the momentum right now in Colorado politics?

Is it rural voters angry with the liberal state legislature, or urban voters pushing Colorado to the left? Taxpayers or benefits recipients? The teachers’ unions or education reformers? Pot smokers who support higher taxes, or pot smokers who don’t?
